I can unabashedly recommend Suite101.com's Food and Drink section because that's where I hold forth on (mostly) French Cuisine.

Good variety and geared for the home kitchen and even beginning cooks.

Beyond that, if I have some ingredients I want a recipe for, I simply Google for the various ingredients and add the word "recipe."

I LOVE THE VIDEOS ON ABOUT.COM. Click on the "video" section and there are literally 522 recipes for EVERYTHING on there! It's an amazing website. I just found it 2 days ago and I'm going to use it from now on!
