  1. If it is an actual P. O. Box (at the Post Office), the name of the owner is a public record and can be obtained through a request to the Postmaster of the particular post office, under theFreedom of Information Act (FOIA, pronounced "foy-yah").

There are forms you are supposed to fill out, but you may be able to just send a snail-mail letter addressed to "Postmaster, Such-and-such Station, XYZ City 12345."  Be sure to specifically say in your letter that you are asking for this information "Pursuant to the Freedom of Information Act."  You may get an answer, or you may be told to fill out the forms, but it works sometimes and is worth trying.

Note that a box at a private mail station, like Mail Boxes, Etc, for example, is NOT subject to FOIA. The Act applies only to government operations.

    I hope this helps.
