I want to access scientific expertise via a forum website to discuss technology concepts which are theoretical with a view to developing them,possibly,as viable,working technologies.

As a society when we grow beyond greed (zero-sum-game mentality, Intellectual Property/Copyright cultures), common goals (eg peaceful coexistance) common problems (eg increased need of resource sharing) & common tools (eg internet) will hopefully help the growth & maturity of open business models/distributed innovation/value network.

Currently there are not much such open forums where you can have Q&A's to all sectors/areas - you might have to narrow your search on your specific area.
