  1. 1. This was an act of the colony of Maryland granting tolerance to Catholics and Protestants, so “d” seems to apply as toleration laws of Rhode Island preceded.

    2. After the Restoration royal charters were imposed and the northern colonies organized under a dominion, so “a” is probably correct, although a much firmer attempt at royal control would come a century later.
