Not particularly. Broken French, but I can understand certain words and phrases by comparing them to other languages that I know.

After 45 years of trying to speak the language, including 7 years residence in Montreal and 35 years of visiting Paris on an almost annual basis, I fear I still speak French no better than, as my professor once said, "a Spanish cow" (and a particularly stupid one at that).
