Sure - let's say you're trying to call this number:

03 42 17 86 93

First, drop the initial zero from the number, so you get this:

3 42 17 86 93

Next, add 33 to the start to call France.

33 3 42 17 86 93

Finally, add 011 to the start to place an international call.

011 33 3 42 17 86 93

Use these steps, but replace the example number with the actual number you're trying to call.  Hope this helps =]

He's right except that "011" is if you're calling from the States. The access code for other countries is "00" (if you're in the U.K., for example). Check but otherwise you dial whatever your country's internationall access number (00 or 011), followed by 33 for France and then the number without the first "0".

Just for your information, all numbers are 10 digits starting with the 0 you drop from outside France. All cell phones start with 06. Paris and it's area is 01, NW France 02, NE France 03, SE France & Corsica 04, SW France 05.
