You can download Visual Studio Express from microsoft.com.  There are also GNU compilers for Windows.

if you use to compile professional script then stick to visual studio otherwise you can use tc++ or any other

Try Dev C++. I've never used it myself (I'm a die-hard Linux man), but I've read good things about it. It does use the Gnu compiler. Not sure if you need to download Cygwin with it or not.
