Anyone deal with refusal to register from DMV?

I purchased a 2008 car with 3000 miles via the web. I thought it was used, but turns out to be new. It has an MSO Title not a regular title. The car has FederalEPA not CA EPA. CA will not Title or Register the car due to no CA EPA. But with no state Title I cannot sell or gift the car to anyone. I'm stuck!! anyone seen this problem before?? thx.

  1.   If you have an MSO it means that the car has never been titled.  Normally, one would take the MSO to the DMV and get a title.  If California won;t register it as it is,  you may have to upgrade the car to meet Ca. EPA regulations.  Another idea is to have a friend in another state register it in their state.  That way you can at least sell it.  

    BTW "I cannot <GIFT> the car...." is cute and you may think it is SO "in" but it is poor English.  How about;  I cannot <give> the car.....?
