Anyone girls own Hot Topic Tripp pants?

Please can you tell me whether they sit on your waist or hips. My waist measurement (27") and my hip measurement (31") don't add up along the sizing chart. Does anyone know what size I'd be?

A girlfriend of mine used to have a pair. They are now in my wardrobe along with her top.  (Don't remember how she got home though.)
