    Someone sold you a bill of goods.  No one needs a license.

    If you want to be sure you are going to be coached by someone who's understanding of the game can be relied upon, then their personal rating is a good yardstick. If it is 400 points above your own (if you have one), then you will learn by playing them, but don't seek actual instruction from anyone below 2100, if you are serious about good tuition.

    At this level they will certainly not be a master, but nonetheless a strong player. This will not automatically make them a good teacher, so beware of paying out for a course of lessons up front. Always try a few with a tutor before deciding on a longer term arrangement.
