Anyone have any ideas for a petticoat pattern for child?

My granddaughter has decided she wants to be 'Christine' from Phantom of the Opera for Halloween (she's 4 yrs old and her Mom is a major Phantom fan) and she asked me to make her costume. I am using http://www.butterick.com/item/B4320.htm?tab=costumes&page=5 view 'D' and adding long sleeves to it. (Halloween in Ohio can be either 70 degrees or 35) Obviously this dress needs a crinoline or petticoat under it to give the "poofy" effect she wants but I have yet to find a good pattern. The only thing close is a $35 vintage one - no way am I paying that much just for a pattern! I bought the fabric at A J Wright = king sized bed sheets in pink with embroidered hems to the flat sheet and cases that will be used on the sleeves, 'scarf' and a ruffle added to the bottom.

Can anyone help me please?

  1. Why couldn't you use some netting to sew a simple gathered skirt to go underneath.  It would be stiff enough to provide the poof, and not to heavy and hot for a 70 degree halloween.

The other option is to look at thrift stores for a dress that has crinoline underneath the skirt (maybe a really ugly bridesmaid dress:)  and trim the under-fabric to fit the costume.  If you sew like I do, you can make it work if you can find the material.
