Anyone have ideas on how to revive a dieing town?

The town I grew up in was "discovered" by rich people from away. They came in and bought up most of the houses for a few weeks of summer use. There are only three houses occupied on the main street at this time. Another couple businesses folded this last winter because there aren't enough full time residence to keep them going. I was thinking of starting a crime wave so housing values would plummet and people who grew up here could move back again, but I'm just not up for it. Any other ideas?

ok...starting a crime wave will only deter people from ever coming to your town. What is it about your town that you like? What do people say about your town when they visit? Does it need to be cleaned up? How many volunteers can you muster up to start a cleanup campaign? How close are you to the next city? Who is the largest employer? Do you have a Chamber of Commerce? Asking just these small questions for now will definitley get you on the right track.
