Anyone heard of delivering a package overseas and getting a discounted flight to that location?How do I signup

I've heard of it.  You can't.

It was called "couriering."  Before 9-11, it was rare to actually be a pre-approved courier and get anything cheaper than what you could book on your own otherwise.  Since 9-11, couriering has evaporated.
