Anyone heard of the Hilly Flanks Theory...?

Has anyone heard of the hilly flanks theory sometimes called the natural habitat theory. It's a model for the origin of agriculture and I need evidence to disprove it. Can anyone help?

The people of this early civilization found it easy to divert water and form man-made rivers for irrigation, trade, and travel.
