  1. I own some land next to my offices. I tarmacd it and turned it into a staff car park. Unfortunately people not employed by my company started parking there and taking up loads of spaces. I left notes on cars asking not to park in the car park as it was private land. No one took any notice so i put a sign up saying vehicles would be clamped and towed away if left i  the car park. I was hoping that this would be enough of a deterrent but unfortunately not. In the end they left me no choice and i had to start calling the clamping company when somebody parked in the car park without permission. Im sure all the people who used to use the car park without permission think im $%*)" but i had no other option. So after waffling on for ages the answer to your question is..... no. Lol.
