  1. Argentina is a big country, thousands of kms north to south and more than 1000 km e-w, so it is all but impossible to answer your question with less than a book. Buenos Aires in midwinter is a great place to visit with a large number of good restuarants, a bunch of tango shows, several big venues for all kinds of performing arts, etc. Ger a copy of A Lonely Planet or Moon guidbook. to get specific listings.

As for clothing, the country is huge and conditions vary greatly in winter.  Buenos Aires in midwinter it is a little chilly, and people tend to dress well, so think of what you might wear in New York or Paris in February or March. In Patagonia and in the Andes, winter clothing is needed, ski attire if you are going to Bariloche or similar. In Salta and the north, the weather in midwinter is mild, chilly enough to require a jacket  at night. At Iguazu on the Brasilian border, the weather is delightful.

  2. I believe in Buenos Aires they may have a site commemorating Evita Peron. She was the wife of former President Juan Peron. If you are into history, this may be a good site to visit.
