Anyone know about the (peruvian?) guy playing panpipes outside Bluecoats school in Liverpool on Sun 20-07-08?

I was in Liverpool last Sunday, and there was a guy dressed in some kind of traditional costume, playing Pan Pipes near to Bluecoats school in the Church Street area. I think part of his name was Castillas, but I can't remember enough to find out any more off the web. Can anyone offer any suggestions?
