bus i would have thought..I live in Exeter and believe there is an hourly Plymouth/Exeter bus service.

     Take First Great Western towards London Paddington to  

EXETER ST DAVIDS (rail) then Bus 56

     Take STAGECOACH DEVON/56 towards Exmouth which takes you to the airport.

Return fare of the train £13.50 + the bus fare

I'd say bus on this one. Exeter airport is out of the city. If you go by train, you will have the hassle of getting from the station to the airport. The buses are cheaper, and more convenient.
