Anyone know how i can reserve the volleyball courts by the Pier in Santa Monica, CA?

I need to reserve 6 or 8 nets by the Pier. Are they first come first serve? or do they need to be reserved?

call the city to see if you can as there may be a fee. Let me know because I'd like to play if its not that private.
