  1. If you are flying into Mexico- the coast will be included in the price of your ticket as part of the fees. Years ago they charged you at the airport but no more. Average cost is about $25


  2. As a citizen of the Philippines, you CANNOT just get a tourist card on the plane as the other answerer stated.  You must GO TO THE MEXICAN EMBASSY OR CONSULATE nearest you and aply for a visa.  Mexico has two lists of countries on their embassy website...those who can come with just a tourist card, and those who must personally apply for a visa.  The Phillipines are on the list whose citizens must personally must apply for at visa at the embassy or consulate.  See site below and read the section  that starts"How and where can I..."
