  1. Yes they can if they are a member of a qualifying profession.


  2. Jamie- Canada used to take care of work permits and passes at the boarder- they have their own system and there is a fee but I don't remember it-not allot though- they give you so much time to work and then when your time is up you have to return to a boarder station and renew your work permit- good luck
