If so can a person hire a personal investigator and would he be allowed to view the flight records?Or the other way he would be allowed to view Mexicana flight records of who and where they sat at on 7/31/06 a flight from Mexico City to DFW?

The reason that I ask this is because I just think that I've spotted a lost long time freind that I havent seen in 13yrs .

  1. umm not sure what your asking here?

  2. The records you seek would be kept by the carrier that provided the transportation.  However, by law airlines are prohibited from providing confirmation of who did or did not actually travel on a particular flight.  For security reasons most will not provide any information without a court order.  By the way, hiring a private investigator to simply confirm whether you saw a long lost friend seems a bit far fetched.  And this flight occurred two years ago??  I'm guessing this isn't the real reason for your query.

  3. I doubt it.  Don't think passenger manifests are public records.
