Anyone know of a company that does not sell insurance but grade them (i.e. life and Health)?

There are companies that grade the financial strength of insurers.  Two prominent ones are AM Best  and Standard & Poors.

I think you might be looking for a broader answer though.  It is a highly subjective question that depends on what factors are considered.  You could be asking about best coverage, best service, best claims treatment, best rates, best location, best educational info ... you get the idea.  I am not aware of any company that does that.  It would be a huge task to do right.

As a broker I try to do that work for my clients.  You should find a broker licensed in your area and talk to that broker about your needs.  

I suppose the next question would be - how to find a good broker?  That's also very subjective!
