I don't know of a website, I always go to our local Dollar Tree store (if you have one of those around).  I always get cute stuff for my parties and it's very inexpensive.

Depends on what kind of party supplies your looking for.  If your looking for just party packs, a good website to check out is http://www.birthdaysupplydepot.com

They compare prices on different themed party packs and list whats in each one.  Usually you can find a pretty cheap party pack with just the basics.
