Go to the top - Police chief or mayor .  If they know what you are working on you should get any info you want.  I think that's the best but if no luck try your local state representatives office they should be able to help as well.

I would start by calling your police station.  Most cities (and some smaller towns, like mine) have special gang task forces who could probably answer your questions.
