  1. The only way you will get a paid job teaching English, as a foreigner, is to have an excellent command of the language.  (If you were interested, you can always volunteer for free, no one will complain about that.)  Many places will test you, so although you do not have to have a college degree, you must know what you are teaching.

It might be possible to get a job without any previous formal training.  Places like Harmon Hall like to train their employees to teach using their own methods.  However, having a TEFL certificate or a degree in English will definitely help in most places and may increase how much you get paid.

Keep in mind, the payment in Mexico is not that much.  Being fluent in Spanish will help you get around comfortably, but many places like foreigners who won't be tempted to speak Spanish while teaching English.

You will need to find a place that will hire you, have them write you a letter saying they are sponsoring you to work there, and use this to get an FM3 to work legally.

  2. You can not work in Mexico.

You can not get a visa.

Foreigners can simply not do anything re-numerable.

    Are you Mexican?

It may be possible if you buy a language institute apply for an FM3 as well as getting permission from "La Migra".
