Anyone know the international dialing code to call a mobile phone in the Dominican Repulic from Ireland?

put the prefix 00353,   then drop the 0  in the 087 or086 bit.    It should now read like  0035387**********

try it,  it will get you straight through.   be aware the number you call will also have to pay Roaming charges. They won't like that!

Just call their phone number as usual.  You won't have to dial any differently just because someone has traveled to another country.
