Anyone know what PCSING is??

i know it's something to do with the military, is it like moving?

A Permanent Change of Station is when the Military directs a Servicemember to  move to a new location based on their needs.

Permanent Change of Station.  It's when we are moving to another base.  Instead of saying "we're moving" we say "we're PCSing."

permanent change of station its when you leave one duty station more or less for good, for a matter of years and you might return there on orders later in your career, but for the most part you are moving for good.
