Anyone know what a MSO is

I was trying to buy a boat and they didn't have a title for trailer loan officer asked them to get an MSO..... HELP they don't know what it is and neither do I by the way this is a PTI trailer

If the trailer has tags on it, then you can get a title.  If not, Go to the DMV with a bill of sale and a notiery statement as to it's origin.  Might work!   Good Luck!
