Are they actually blue as in the photo or a more purple colour? They look like borlotti beans to me. Plus they are not dried they are fresh as the pod is still green. If they are they won't take long to cook in boiling water. They can be used in salads or soup. Thye are used in many italian dishes.

They look like brown speckled cow beans.

Most dried beans get cooked the same way...soak overnight, then simmer until tender.
