It's some type of bustard.

It would help you know where the picture was taken.

It looks like a Belted Kingfisher. You might want to google that and find out; this bird, much like a kingfisher, looks like a cross between a woodpecker and an eagle of some sort, with a bit of pelican leg-build. I'm not an expert on birds, I just know what alot of them are called. I can look through my bird book though, it's got like 700 pages of pictures with names and then descriptions of them. E-mail me if you want to know more about what I find.
