A lot of music supply stores sell sound proof drum rooms that are movable...they are quite expensive.  If the booth is to be stationary you could build it out of 2x4 framing 16" on centre.  You will want to install roxull safe and sound insulation in the walls and ceiling then drywall both sides of the walls and on the ceiling (the inside of the room does not need to be taped and mudded).  The next step is to install a steel track called resilent channel (available at most building stores) on the walls inside and the ceiling inside at 16 on centre horizontally.  Install another layer of drywall on the inside walls and ceiling that is screwed to the resilent channel, but use 1" or 3/4" drywall screws so as not to touch the other layer of drywall.  Most door stores can get a door that is a Premdoor 800 series with a safe and sound core.  Install the door jamb and use an expansion foam between the wood studs and jamb (on both inside and out side of the room allowing an air space between the foam).  Tape and finish mudding the complete interior.  Keep in mind that if you install electrical you will want to spray foam all around the electrcal boxes before you drywall.  Good luck and happy singing.
