You can either register to take the ACT online or by mail, but I would recommend doing it online, as it is much more convenient.

Just go to www.actstudent.org and it will allow you to register from there. The next test date for the 2008-2009 school year is on Sept 13, 2008 (only for some states) and Oct 25, 2008 (for all states). The registration deadlines are August 12 for the Sept test date and September 19 for the Oct test date.
