If you are wiring money to someone you don't know, you are very possibly being scammed.  There are many scams that involve wiring money out of the country.

One common scam is a "job" where you receive checks, deposit them, and then wire the money to someone out of the country - the checks can take weeks to really clear, and by the time your bank finds out the check isn't valid, you have already sent off the money and are out of luck.
