There are books on Taoist meditation and philosophy available in English but to learn Taoist you would probably have to go to Malaysia or Indonesia or some country where there's a large community of Chinese.

How many years have you got to spare to become a apprentice?

Are you willing  to learn to speak read and write archaic forms of Chinese?

Meanwhile I suggest you ask the library if they have or can get in any of Eva Wong's books on Taoism.
