  1. YOU CAN NOT RENT A CAR AND TAKE IT INTO MEXICO UNDER ANY CIRCUMSTANCES.   YOU HAVE TO BE THE OWNER. THIS ALSO APPLIES TO LEASE VEHICLES.

  2. Unless you have applied for and received a Mexican driver's license you will not be able to rent a car. It is cheaper and safer to go by cab for day to day travel. Most hotels provide this service.

You can rent from nearly any major car rental place on the border.  They will charge you daily for insurance, so expect to pay $20 extra per day for that...  Just tell the rental company that you will be taking the car into Mexico so they can have a permission letter ready for you.  You will also need to get a special permit for the rental car when cross the border, which is a real PIA.

    You can also rent a car inside the country as well, or at the city of your destination.  Expect to pay a lot of money there, too... maybe $80 to $100 per day for the car, as they won't rent you the car unless you pay for the full insurance.  Most of them are real scam artists as well.

    You can drive your own car into Mexico, but you will still need to get the special permit at the border.  You will need a permission letter from the lienholder (bank) or your car loan/lease.  I highly recommend getting the Mexican insurance, as if you are in an accident that is your fault, they will take you to jail until you pay if you do not have insurance.  For real.

    I recommend taking a bus to the city of your choice and then taking cabs, as driving is NOT FUN by any means in Mexico, especially big cities like Monterrey.  Cabs are cheap and plentiful, too.

    In response to "G"'s answer, yes you can rent a U.S. car in the United States and drive it into Mexico, as I have done it.  I rented it it at Avis in Laredo.  They charged me a daily fee for Mexican insurance, plus gave me a permission letter so that I could get the sticker at the border.  I drove to Monterrey, returned the sticker when I came back, and voila.  However, renting in the U.S. is not recommended as it is a pain.  NO, you do not need a Mexican drivers license to drive in Mexico, but you need a license from some other country at least.  YES, you can rent a car in Mexico with a U.S. drivers license, and it's better than renting in the U.S., but still not recommended.
