  1. At a wrecking yard or a shady used car lot. Cars that were flooded are sold to wrecking yards by the insurance company of the car's driver. They total it out because the cost of fixing it is far too much and not worth it to them. But they don't always claim it as a salvaged vehicle. Just a flooded vehicle. And in some states, that fact does not appear on the registration or title.

    Some wreckers will sell it to a body shop who will do their best to cover up the damage and sell it to a shady person who owns a used car lot. That person will then do his best to pawn it off on an unsuspecting customer without disclosing it was flooded and since the title is "clean", the customer may never know.

  2. I assume you are asking about getting a cheap car that has been flooded and totaled by an insurance company. Sometimes these cars have easily repaired damages, and sometimes not. There are insuance and salvage auctions held all over the country where you can buy them. You have to do some work to find out where and when they are held in your area.
