First of all, people need to be taught road sense...

They go here, there, everywhere with no regard for fellow road users.

Only after road sense is inculcated, can further steps be taken...

Parking facility should me our first important category, as I have seen many times that the due to road side parking makes more difficulties to pass the vehicle and that the reason we should introduce big parking place so at least road will have more space to drive instead of parking.

1-distribute ministries in 5 mega cities,

2-zone wise working hours,with a 2 hour margin in duty like     zone a 9 to 5 ,zone b 11 to 7 so on....

3-make 3 shift system

4-markets and schools must be in opposit combination of if school is open in that zone than the markets shall remain close,

5-mutual job chaing to make a limit of within 30 minutes walk from home.

6-every zone must have fully operational hospitals and police stations 24/7

7-shift comunity centers into office primises.

make 100 km grid to define industries.

8-ministers must response to there duties,

9-banks must deliver at home,

10-no animals and pets are allowed in street send them to menika aunty to fetch.

As someone who drove in India for three years I can honestly say that ANY rules would be better then what is there now.  While there are rules, no doubt, NOBODY follows them at all.  I'd work more on following the rules you have now before I worked on bringing in new ones.
