Anyone tell me how to get these stupid little white dots off of my dvd?

they're like stuck on there, like scratches only they don't really look like scratches, just little dots. i've tried putting toothpaste on it, which seemed to work a little, at least now it'll start to play. but it keeps freezing and stuff and i REALLY want it to work again!! can anyone please please help me?

Use isopropyl alcohol to clean with soft cloth or tissue.
