philippine airlines would be the cheapest for a full service airline flying into the philippines.  

budget airlines like cebu pacific, tiger airways and air asia also offer cheap rates but only flies in thru selected cities in asia.

if you're coming from the US, eva air is probably the closest to being cheapest and not worrying about your safety... and it's a nice airline, with good looking hostesses, good food and better than decent seats.

you'll have one stop in Taipei for a few hours before departing to manila. it's a nice airport!

for best tickets, find yourself an asian/filipino newspaper and look for the travel agents advertising trips to manila. always almost cheaper than internet rates.

suggest you buy your ticket ASAP because December is a popular month to visit the Philippines.

China Airlines is about the cheapest.  Unfortunately, they have a bad habit of falling out of the sky when you least expect it.  Good luck.

coming from? if you're from the us, the cheapest i know would be eva air and japan airlines.. it's cheaper if you'll be coming from the pacific coast rather than coming from eastern coast.. :)

check expedia, cheaptickets.com and travelocity.. cheapticketsgold is membership based company.. you'll have to be a member first to book flights so try cheaptickets.
