  2. Foreign travelers in Mexico have never been safe from criminal activity or safe from the corrupt police.

  3. I have not been to Tijiuana but I have been to Juarez, Nuevo Laredo and Reynosa Mexico borders. I went to the border in Juarez for my husbands Visa and stayed the night and we had no problems. Just don't carry a lot of money with you or dress with expensive looking clothes you will be fine. Let someone know where you are going or go with someone if possible. Don't worry.
