My son has been accepted into a modeling agency they are new and the owner worked 14 years in the business she is just starting her won business and she does ask for a one time charge of $150 to put his headshots on their website is this acceptable to ask for it lasts the lifetime we are with the agency

Legitimate modeling agencies don't charge their models anything beforehand; an agency is SUPPOSED to promote the models!

They don't make a dime off of their models until after the model has had his/her first paid gig. So, simply refuse to pay for something so ridiculous.
