  1. Depending on the scope of the problem, the BBB may or may not be able to help.  For example, if it's a payment issue, the BBB can take your complaint.  If it's a complaint about discrimination, the BBB probably wouldn't help you.

I suggest filing a complaint at www.bbb.org.  It can't hurt, and it's free.

As to the membership issue, the BBB processes complaints against members and non-members.  And while participation in the complaint pprocess is voluntary on the company's part, the outcome of that complaint will become a part of its "reliability report" for three years.  Most companies, members and non-members, WANT to work with the BBB to resolve disputes.

The only difference between members and non-members is that if a member fails to respond to a complaint or address the issues in a proper manner, it can have its membership revoked.

    Good luck!

  2. You can report them to the Better Business Bureau, but unless they are members (by choice) it will not accomplish much. The Better Business Bureau is a paper tiger.

If there are habitability issues, housing code violations, then call your local housing/building inspector.

  3. I do not think they get involved with housing issues.     If you have an issue you report to the housing authority or health department.
