All european countries state universities are free, apart from an annual tuition that generally is not higher than 2000 euros, it's mostly around 1000 euros per year, that's all.

And bear in mind state universities are the best in Europe, most of them are centuries old, like the one where I studied, Coimbra in Portugal, it's 750 years old...

Sweden, Norway and Finland have totally free university education (no registration fee, no tuition fee, no nothing), and it's free regardless of what country you come from.
