Apartment Question?

I live in a little town in Tennessee. So I'm not educated on the fact: so can you can you buy an apartent. like not pay rent, but buy it, like a house? And also, when I turn 18 or a little older I was wondering and yes I've been to the city but would Nashville be a good place to live like in a suberb, because I want a big city atmoshpere like Washing D.C has but don't wont to leave TN or get to far from home. is Nashville a good place to live and fit my big city atmoshpher?
