Apartment rental question

my daughter and niece were evicted because my nieces boyfriend was arrested in the appartment complex loitering around a crime investigation (not in the roaped area) he gave their address as his when booked (he's homeless) the complex has a tolerance for crime policy though the place is full of gang bangers.
