I'm not sure what newspaper you looked in but I just looked online at Salemnews.com and in the classifieds, there are these:

BEVERLY 1 bedroom spacious convenient to town & train. Parking. Currently being renovated. $750 no utilities. Available 9/1 978-927-9440

BEVERLY: 4 room apartment. Sunny, cheery, great location, big yard and parking. $950/month, heat and hot water included. 781-710-8522

Then on the Beverly Citizen website (http://www.wickedlocal.com/beverly/) I found several when I searched for apartments under $1,000 within a 10 mile radius.  For example:
