Application for travel permit?

My husband, who lives here in the US, wants to travel outside the US to visit with his family for a month. He has not seen his family in nearly nine years and his mother's health has gotten bad and we want to go see her. His attorney sent us the I-131 application for a travel permit. Is this the form that he needs to fill out or is the form for a re-entry permit that he needs? Also, how long should it take for him to receive the permit after he mails in the application form?

If he needs a reentry permit then the I-131 is the form you need.  You are supposed to file at least 45 days before leaving the USA but I'd file 60 to 90 days before if it were me.

He will have to have bio-metrics done for the permit.... yes, even if he's had bio-metrics taken before he'll need it again.
