Applying for Canadian visa when you are not in your home country??

Question

My friend who is originally from Sri Lanka is in Europe can he apply for Canadian Visit visa from Europe without having to go back to his home country??

What requirements Canadian Embassy require in order to process the Visa instead of telling them to go back to home country to apply ???

Is he living in Europe for the time being?  The instructions on immigration Canada website only say you have to send your application to the visa office in the region where you live, see http://www.cic.gc.ca/english/visit/apply...
