Applying for a new License in NY state, but suspended in RI..?

I got my license suspended about 5 years ago while living in Rhode Island..I had gotten speeding tickets in New York State. Due to the reciprocal agreement between the 2 states, My license was suspended in Rhode Island.

I moved to NYC years ago, and let my RI license expire about 3 years ago. I since have paid NY for the tickets I owe them.

unfortunately, I paid NY online, and Rhode Island will not acknowledge my receipt, so I cannot pay the fine i owe RI to reinstate my license, and have no time to go to RI to deal with the matter, especially as i have no garauntee i would get any farther in person. I also paid the tickets over a year ago, and I'm hoping the 2 states have communicated, but as it took NY 2 years to tell RI about my tickets, I'm guessing not.

So, my question is, Since I am applying for a new license, the infraction was 5 years ago, and I have paid my fines to NY, is there any way I can get a license without dealing with RI?
